Marcia Stuart Ceplecha is Vice President & Chief Counsel – Programs, at Lockheed Martin Aeronautics Company, one of Lockheed Martin Corporation’s largest divisions, with over $16B in sales. Marcia’s team provides legal support for the primary programs at Aeronautics, including F-35, C-130, F-16, F-22, T-50 and C-5 Programs. She oversees legal advice and strategies related to capture and competition efforts, government contract and cost issues, teaming agreements, protests and disputes, as well as management of the department. Marcia is a leader of diversity and inclusion efforts at Lockheed Martin, serving on the Aeronautics Inclusion Council and the Executive Steering Committee for the Corporation’s Women’s Impact Network.
Marcia previously served as Chief Counsel – Global Transactions & Compliance at Lockheed Martin Aeronautics (2006-2015), overseeing the attorneys supporting Business Development, Business Ventures and Supply Chain Management, handling strategic alliances, joint ventures, international offset, FCPA, international consultants, procurement, subsidiary management, environmental and related litigation. Marcia was previously Associate General Counsel, F-16 Program, after joining the Company in 2003.
Prior to joining Lockheed Martin, she was a Partner at McDermott, Will & Emery in Washington, D.C., specializing in antitrust, including counseling on most major aerospace & defense transactions. She began her practice in 1994 with Howrey & Simon, Washington, D.C., as a government contracts litigation attorney. Before practicing law, Marcia was a Presidential Management Intern with the Department of the Air Force serving as a weapons systems program manager at the Pentagon and Ogden Air Logistics Center at Hill AFB, UT.
Marcia received her J.D. from the College of William & Mary, Marshall-Wythe School of Law, M.A. in Russian Area Studies/School of Foreign Service from Georgetown University, and B.A. in Political Science from Kent State University. She is a Past President of the DFW Chapter – Association of Corporate Counsel (ACC). Marcia is married to Col. Christopher Ceplecha, USAF (Ret.), and has an aspiring engineer son.
